Redeveloping Whangārei Hospital with Health New Zealand/ Te Whatu Ora
The Whangārei Hospital redevelopment programme is a major investment to replace outdated infrastructure and ensure clinical services can meet growing demand for healthcare needs safely and efficiently.

Project overview
How do you prepare a regional hospital for the future?
Whangārei Hospital is currently managing a range of property and infrastructure constraints. Portions of the main block are at end of life while others are due for refurbishment and some clinical areas would benefit from weathertightness improvements. The facility is also experiencing increasing demand, with the emergency department operating under capacity pressures and requiring additional points of care to meet current and future needs. To solve these problems, Health New Zealand / Te Whatu Ora launched a redevelopment programme to replace outdated infrastructure that no longer meets current, or future health service demand.

Guiding complex procurement and delivery
We are delivering project management and scheduling services for this major redevelopment. Our team established the project documentation and procedures needed to progress and keep work on track. We also evaluated various delivery models to create an incentivised, collaborative approach. This tailored procurement framework helps Health New Zealand manage risks, ensure cost certainty and maintain transparency. By standardising these processes, we’re setting up a strong foundation for future hospital redevelopments across the country.
Building health equity and resilience
The new acute services building will be one of the largest health facilities in the Northland region. It will significantly improve access to care for local communities, as well as relocating critical services such as the child health centre. This will support better health equity and outcomes for families and vulnerable groups. The design also incorporates energy-efficient systems and sustainable materials, reducing the carbon footprint of the hospital and lowering long-term operational costs.
Jeremy Evans, Project Director - Delivery, Health New Zealand/ Te Whatu Ora, said:
“Turner & Townsend have been supportive and adaptive in their approach, deliverables accurate and timely and reflective of our unique and evolving requirements to play a meaningful role in shaping and delivering the UK’s most impactful public sector programmes.”
