How do you effectively manage a large-scale capital infrastructure plan?
To keep up with passenger demand and evolving infrastructure needs, MTA Construction and Development (C&D) is strengthening its project controls and project management capabilities to support the delivery of a $65bn 2025-2029 capital plan.
Delivering a programme of this scale requires clear visibility, predictable performance planning and cost management. Our goal is to help MTA create consistent standards, procedures and governance across all phases of capital project delivery for the ultimate goal of providing reliable, accessible and sustainable transit services.
Building a framework for predictable delivery
We partnered with the MTA C&D team to design and implement a fully integrated project controls and project management framework. The model brings transparency to the entire capital portfolio and empowers leaders to make strategic decisions based on a single, reliable source of information.
We’re providing specialists across core disciplines, including risk management, cost estimating, scheduling and performance reporting and creating a comprehensive framework to drive consistent delivery across multiple projects to align with MTA’s goal to achieve ‘better, faster and cheaper’ solutions. This unified approach will reduce delivery risk and establish standard ways of working across the organisation.

By standardising procedures MTA is strengthening its entire transit network, ensuring a more reliable and effective transit system for years to come; fostering economic growth, enhancing accessibility and improving the daily experience for millions of riders.
Through these upgrades, MTA can demonstrate clear value for money to New Yorkers, with public funds going further to support local jobs, upgrade ageing infrastructure and build a greener transit future for the region.
