PROJECT OVERVIEW

How do you prepare a major international airport for the future?

Toronto Pearson is Canada’s largest airport and a key global gateway. Through the Long-term Investment in Facilities and Terminals (LIFT) programme, it has begun a decade of capital investment to meet future demand and deliver a safer, smoother and more reliable experience for passengers.

Launched in 2023, LIFT represents billions of dollars of planned works – from airfield renewal to a new interim terminal and refurbishment of two existing terminals. With more than 137,000 international passengers arriving every day, the programme is about ensuring the airport can operate safely, efficiently and reliably as passenger numbers continue to grow.

Project story

Shaping a long term investment programme

We’ve worked with Toronto Pearson since April 2023 to shape and launch the LIFT programme. Our early focus was on building the foundations needed for successful delivery. This included defining scope, assessing risk, establishing governance, setting budgets and schedules and planning procurement.

A key part of this work has been creating a joint programme management office (PMO). Through this shared PMO, our aviation specialists work alongside Toronto Pearson’s teams to manage delivery, coordinate stakeholders and secure the approvals needed to keep a complex, live-airport programme moving. We’ll remain part of the PMO over the coming decade, providing continuity, technical insight and delivery expertise as LIFT progresses.

Building smarter, more sustainable infrastructure

The first upgrades are already underway, from high-speed taxi lanes to smarter airfield lighting and control systems. The programme also includes significant investment in renewable energy and low-carbon construction, supporting the airport’s ambition to become one of the world’s most sustainable aviation hubs.

Built on our 15-year partnership, it reflects a shared commitment to resilient development and long-term economic and social value.
