Turner & Townsend, the global professional services company, has been appointed to Lot 9c of the Environment Agency’s Flood Risk and Asset Management (FRAM) Lots within the Government Commercial Agency (GCA) Construction Professional Services 2 framework (RM6356).
Through the appointment, the business will provide programme and cost and commercial management services supporting England’s £4.2bn flood and coastal erosion risk management programme.
Running from 2026 to 2030, the appointment continues Turner & Townsend’s 15‑year partnership with the Environment Agency on the largest flood defence programme in English history. The programme plays a vital role in protecting communities, supporting economic growth by increasing investment confidence in areas most at risk of flooding and delivering better outcomes for nature.
Under the framework, the business will support the Environment Agency through its full‑service model, providing programme and commercial support across major project delivery, project and programme management, project controls, digital solutions, sustainability advisory and change and transformation.
The appointment will support the Environment Agency to achieve its 2030 vision, helping to maximise value for money from existing assets, enable the development of new schemes, unlock productivity through digital adoption and enhance sustainable outcomes across operations and delivery.
