How do you effectively manage a large-scale capital infrastructure plan?

To keep pace with growing ridership demands and evolving infrastructure needs, MTA Construction and Development (C&D) is strengthening its project controls and project management capabilities to support delivery of a $65b 2025–2029 capital plan.

Delivering a program of this size requires clear visibility, predictable performance planning, and strong cost management. Our goal is to help MTA establish consistent standards, procedures, and governance across all phases of capital project delivery—ultimately supporting reliable, accessible, and sustainable transit services.

Building a framework for predictable delivery

We partnered with the MTA C&D team to design and implement a fully integrated project controls and project management framework. The model brings transparency across the full capital portfolio and enables leaders to make strategic decisions based on a single, reliable source of information.

We’re providing specialists across core disciplines, including risk management, cost estimating, scheduling, and performance reporting, and creating a comprehensive framework to drive consistent delivery across multiple projects—supporting MTA’s goal of achieving “better, faster, and cheaper” solutions. This unified approach will reduce delivery risk and establish standard ways of working across the organization.
