A world-class airport terminal for New York and New Jersey
Newark Liberty’s Terminal A first opened more than 40 years ago. Ageing infrastructure and constrained capacity meant it could no longer keep pace with rising demand or modern passenger expectations. In response, the Port Authority of New York and New Jersey (PANYNJ) launched a $2.7bn redevelopment to deliver a modern, scalable terminal capable of meeting long-term needs.
The new 1-million-square-foot, 33-gate facility opened in 2023, serving 15 million passengers in its first year, and offering the flexibility to expand to 45 gates in the future. The terminal now spans three levels and is supported by state-of-the-art digital technology and advanced baggage handling.
The opening of Terminal A marks the first stage of a wider transformation. The planned AirTrain system will further enhance capacity and improve future passenger experience.
Working in partnership from design to construction
We supported the Port Authority throughout the seven-year programme – from early design through construction, commissioning and operation.
Drawing on our global aviation experience, we established an integrated controls solution that created a single hub for cost, schedule and risk. Programme-wide dashboards and reporting gave stakeholders clear visibility of financials, milestones and emerging risks, strengthening decision-making at every stage. We also advised on contracting strategy, procurement and major change negotiations.
Our team oversaw the Operational Readiness Activation and Transition (ORAT) programme, coordinating training and handover to ensure a smooth, safe transition into live operations.
An award-winning terminal that delivers impact
Terminal A is already delivering meaningful economic, social and environmental value. Its LEED Gold certification reflects the programme’s commitment to embedding sustainability throughout design and operation.
The redevelopment has also strengthened the region’s economy, including local art and food and beverage retail outlets, creating a strong emphasis on supporting regional businesses. The programme created 2,500 direct jobs and delivered more than US$1.9bn in wages, contributing an estimated US$4.6bn in regional economic activity.
This impact is matched by global recognition. Awards including Skytrax’s prestigious 5-star rating and the Prix Versailles Special Prize for Architecture highlight the terminal’s significance as a world-class aviation facility.
