Turner & Townsend named as supplier on Crown Commercial Service’s Management Consultancy Framework Four

Turner & Townsend, the global professional services company, has been named as a supplier on multiple lots on Crown Commercial Service’s (CCS) Management Consultancy Framework Four (MCF4), securing places on Lot 3 - Complex & Transformation, Lot 5- HR, Lot 7 – Health, Social Care and Community and Lot 8 – Infrastructure.

Being named as a supplier on this new agreement strengthens Turner & Townsend’s position as an experienced partner to UK Government and public sector bodies, providing direct access to a broad client base and enabling single-source appointments that accelerate project delivery and enhance efficiency.

It also marks a significant opportunity for the firm to provide specialist consultancy and professional services across the health, social care and community sectors, supporting the transformation and improvement of vital public services nationwide.

Turner & Townsend will support clients in areas such as healthcare transformation, operational improvement and modelling, as well as social care and safeguarding, housing and regeneration and mental health services. The firm will also provide strategic advice on policy development, business case preparation and programme and project management.

Additional areas of support include digital, technology and cyber services, emergency services, community capability development and initiatives aligned with social mobility, levelling up and cultural and leisure services.

Turner & Townsend continues its long-standing relationship with CCS, having successfully provided services under previous iterations of the framework including MCF2 and MCF3. The new framework reinforces the firm’s ability to contribute to the provision of critical public services and infrastructure, helping to improve outcomes for communities across the UK.

Darren Laybourn, Director and CCS MCF4 Lot 7 Lead, UK at Turner & Townsend, said:

“We are proud to continue our relationship with CCS through MCF4.”

This award reflects our deep expertise in providing complex programmes across a number of lots including health, social care and community services.

“It also enables us to play a key role in supporting government ambitions to improve lives and deliver better outcomes for communities across the UK.”

The MCF4 framework will run until July 2027 and is governed by the Public Contracts Regulations 2015 (PCR2015).

Through this agreement, Turner & Townsend will continue to play a key role in supporting government ambitions to deliver high-quality, efficient and inclusive services across a broad spectrum of public sector priorities.

Crown Commercial Service supports the public sector to achieve maximum commercial value when procuring common goods and services. In 2023/24, CCS helped the public sector to achieve commercial benefits equal to £4.9 billion - supporting world-class public services that offer best value for taxpayers.
