Turner & Townsend appointed to North Eastern Universities Purchasing Consortium Framework

Turner & Townsend has been appointed to the North Eastern Universities Purchasing Consortium (NEUPC) Construction Project Management and Conservation Professional Services Framework (CPMCPS). 

By securing first place on Lot A, CPMCPS, Turner & Townsend has reinforced its presence in the North East.  

This achievement grants direct access to deliver services across all five NEUPC member universities: Durham University, Newcastle University, Northumbria University, University of Sunderland and Teesside University, as well as leading UK college group NCG. It allows them to appoint Turner & Townsend directly without further competition, streamlining procurement and accelerating delivery timescales. 

Building on a 15-year relationship with NEUPC and over 25 years of collaboration with the region’s universities, this appointment reflects Turner & Townsend’s long-standing commitment to supporting the higher education sector through high-quality, sustainable and socially impactful infrastructure.  

Turner & Townsend will deliver a comprehensive suite of services including project management and project lead, contract administration, cost and commercial management and quantity surveying, advisory services and health and safety advisory,

Additionally, they will manage BIM information and coordination and sustainability consultancy services. This includes assisting the Universities and NGC with the delivery of their Carbon Reduction Programmes. 

The business will also manage a team of specialist subconsultants providing planning, access surveys (DDA), environmental management (air, light, noise, vibration, water), space and town planning, waste management and BREEAM consultancy. The initial appointment spans two years, with the option to extend for a further four years. 

The framework supports a wide range of capital investment projects, including new teaching and research facilities, student accommodation and low-carbon building upgrades. These developments are central to the universities’ net zero ambitions and serve wider community needs through shared public spaces and cultural venues. 

The five NEUPC universities collectively educate over 120,000 students, contribute £2.7bn to the UK economy and support more than 33,500 jobs. Between 2021 and 2026, they expect to train 11,000 nurses, 4,000 doctors and 8,000 teachers, many of whom will remain in the region.
