Turner & Townsend appointed as Capital Programme Delivery Partner for Sheffield City Council

Global professional services company, Turner & Townsend,  has been appointed as Capital Programme Delivery Partner for Sheffield City Council supporting the delivery of a wide-ranging capital investment programme.

This strategic appointment builds on Turner & Townsend’s longstanding relationship with Sheffield City Council, having previously delivered approximately £1bn of capital projects in the region since 2014. The expanded framework now includes South Yorkshire Mayoral Combined Authority’s (SYMCA’s) capital works, marking a significant step forward in regional collaboration and infrastructure delivery.

Under the new framework, Turner & Townsend will provide flexible, multi-disciplinary services including project and cost and commercial management, engineering and architectural services, building surveying and specialist consultancy.

The team will supplement the council and SYMCA’s internal capabilities, helping to accelerate delivery and ensure quality across a diverse portfolio of projects.

The appointment covers the period from October 2025 to 2030, with an option to extend beyond the initial five-year term.

The capital programme will deliver meaningful improvements to the lives of people across Sheffield and South Yorkshire. Projects will focus on enhancing public infrastructure, including transport networks, community facilities, housing and urban regeneration.

These investments are designed to unlock economic growth, create jobs and improve access to services, particularly in underserved areas. By improving local connectivity and supporting inclusive development, the programme aims to contribute to a stronger and more sustainable regional future.

Chris Sargent, Managing Director for Real Estate, UK at Turner & Townsend, said:

“We are proud to continue our partnership with Sheffield City Council and now extend our support to the South Yorkshire Mayoral Combined Authority.”

This appointment reflects our deep commitment to the region and our proven ability to deliver complex capital programmes that make a real difference to communities.

“We look forward to bringing our expertise and energy to help shape a more connected, vibrant and resilient South Yorkshire.”

Cllr Zahira Naz, Chair of the Finance and Performance Policy Committee at Sheffield City Council, said:

“Turner and Townsend have, already, played a key role across the city and many different projects over the last decade and more.”

The delivery partner framework will provide additional capability and capacity to the Council’s Capital Delivery Service through it’s ‘core and flex’ model supporting delivery of the council’s extensive capital programme.

“As Sheffield continues to grow, improve and evolve, Turner and Townsend will continue to be a vital part of the process and will offer the Council, and South Yorkshire Mayoral Combined Authority their expert help, advice and guidance to ensure Sheffield continues to be a place people can live, work and enjoy.”
