Turner & Townsend appointed as AMP8 Regulatory Assurance Provider to Thames Water

Turner & Townsend, the global professional services company, has been appointed by Thames Water as a Regulatory Assurance Provider for its AMP8 investment programme, supporting the UK’s largest water company in delivering enhanced transparency, accountability and performance across its regulatory reporting.

The five-year programme, titled the Thames Water AMP8 Ofwat Assurance Consultancy, will see Turner & Townsend deliver independent assurance and regulatory advisory capabilities across a number of critical aspects of Thames water’s investment planning and delivery.

This includes working alongside other partners to support the development of company-wide delivery plans for the 2025-2030 AMP8 programme, as well as overseeing price control deliverables (PCDs), which are used to track delivery and benefits of investment.

The work will also include assurance for large, gated schemes, delivering robust governance through the lifecycle of major projects.

Additionally, Turner & Townsend will provide oversight for Asset Improvement Gated Allowances, introducing a dynamic approach to assessing customer protection, promoting evidence-based investment decisions and reinforcing performance accountability.

James Corrigan, Managing Director, Infrastructure, UK at Turner & Townsend, said:

“We’re proud to be supporting Thames Water at such a pivotal time for the sector. With increasing investment, rising customer expectations and growing imperative to enhance environmental stewardship, the need for robust, independent assurance has never been greater.“

Our role will help ensure that Thames Water’s plans are not only ambitious but also deliverable, efficient and accountable.

“This appointment is a great endorsement of the trust our clients place in us. It reflects the strength of our relationships in the UK water sector and our ability to help major utilities navigate complex regulatory requirements while delivering long-term value for customers and communities.”

As the UK’s largest water and wastewater service provider, Thames Water delivers essential services to 16 million customers across London and the Thames Valley.

Colum Goodchild, Director of Regulatory Reporting and Assurance at Thames Water, added:

“Our AMP8 programme marks the biggest upgrade to our network in a generation and we are determined to deliver it with the highest standards of transparency and accountability.”

By working with Turner & Townsend and our other assurance partners, we’re delivering robust, independent oversight of this unprecedented investment.

“This approach will help us deliver better services for our customers, enhance environmental performance and transform our infrastructure across London and the Thames Valley.”
