Client’s requirements

TSEG is an ASX 100 listed company that owns and operates The Star Sydney, Treasury Brisbane and The Star Gold Coast.

In 2015 TSEG contracted with the Queensland Government on a AU$3 billion redevelopment of Queen's Wharf incorporating the Treasury Casino, Brisbane. This together with the ongoing $1bn investments in each of the Gold Coast and Sydney properties respectively will position TSEG as Australia’s leading integrated resort company.

Our contribution

TSEG appointed Turner & Townsend to create and implement a project management and governance framework due to the step change in investment from AU$40 million to over AU$200 million annually - including the initial benchmarking of the organisation’s existing capital delivery capability.

This role included an initial diagnostic of the existing state and then in consultation with TSEG, design and implement a new operating model, support recruitment as needed, and implement a full project management and bespoke governance framework for capital projects – The Star Way.  

In parallel with this commission, we were appointed on a number of TSEG’s key projects for both the Star, Gold Coast (formerly Jupiters) and The Star, Sydney.

Making the difference

Effective governance and assurance: by building a clear governance and assurance framework, designed for any future projects, the Executive and Board will have transparency across all projects from project inception to commission and handover mitigating time and cost issues.

‘The Star Way’, project management framework: developed and implemented a bespoke project management framework for TSEG. Designed to sit alongside the new governance and assurance framework, ‘The Star Way’ works across all capital works.

Supporting management: providing tangible recruitment support through provision of team members for the new operating model whilst supporting the recruitment process - ensuring immediate change programme benefits.
