Expanding our programme management office capability in Western Australia with METRONET and Westport

The two transport and trade programmes will unlock the region’s future economic prosperity, envisioning a well-connected, sustainable Perth, which benefits from the city’s single largest investment in public transport, and a world-class container port and trade network.

We have been providing programme management office (PMO) services across the METRONET programme of works since 2019, managing the planning phase from business case, through to project definition plan (PDP) development and Infrastructure Australia approvals, and into delivery.

Following a competitive procurement process, we have been reappointed for the next phase of the METRONET programme, which will deliver approximately 72 kilometres of new passenger rail and 23 new stations. This phase will function as a catalyst for turning more than 8,000 hectares of land around new stations into desirable places for the people of Perth to live, work and play.

In preparation for METRONET’s next phase, we have restructured our PMO services to focus more on the delivery phases of the programme by introducing Deloitte and Sensat as programme partners to bring additional specialist capabilities and capacity in PMO audits, alliance independent advice and digital twin.

We have also secured the appointment as PMO provider for the Westport programme. Here, we will support the Western Australian Government in investigating and planning for a new container port in Kwinana with integrated road and rail transport networks, which will have a sustainable future in mind. Westport is considering how to incorporate resilience and new technologies, as well as how this programme can benefit the workforce, economy, industry, community and the environment in the future.

METRONET and Westport are two of Perth’s most significant infrastructure investment programmes in recent years – and are set to shape the city for generations to come.

Simon Monaghan, Director, said:

Scaling up our support for METRONET and Westport highlights the growing capacity and capability of our team in the infrastructure sectors. These appointments also further build on our experience supporting many of Australia’s largest PMOs, including Sydney Metro and Inland Rail.

“By combining global best practice with local expertise, we will embed robust governance processes, provide greater assurance around decision making, and put the necessary controls in place to deliver these complex programmes, and meet the long-term transport and trade needs of Western Australia.”
