Dubai real estate firm, Deyaar Development PJSC, has embarked on a project to construct an Islamic themed hotel and serviced apartments, located near Mall of the Emirates on a 70,800 square feet plot. The project is a seven-storey building that will include 408 keys with 299 hotel rooms and 109 serviced one and two bedroom apartments.
The accommodation and respective facilities will be Sharia-complaint, with separate pools and other leisure facilities for men and women along with various dining options, including a specialist Moroccan restaurant.
Deyaar required a dynamic, hands-on and experienced cost consultant to drive budget discipline.

Deyaar has appointed Turner & Townsend to provide full pre- and post-contract cost and commercial management services, from the initial feasibility inception stage through to the completion of the post-contract works.
In the pre-contract phase, Turner & Townsend worked closely with Deyaar and multiple stakeholders, including the operator, in order to assess various design options so as to ensure that the design aspirations were aligned with the budget. This included establishing a collaborative environment and conducting extensive value engineering workshops.
Upon floating the tender, Turner & Townsend supported Deyaar by bringing rigour to budget control and negotiating the price with the Contractor so that the award was in line with the approved construction budget.
During the post-contract phase and in addition to our standard cost and commercial services, Turner & Townsend has been effectively supporting Deyaar with exploration of additional value engineering options that can be implemented during the post contract stage.
Making the difference
Through adopting a pragmatic and proactive approach, Turner & Townsend managed to work collaboratively with Deyaar and the design team to negotiate and award the Main Works Contract with no budget overruns.
Turner & Townsend has continued to support Deyaar with uncovering efficiencies and achieving further cost savings during the construction phase. By managing the procurement process of high value specialist packages, Turner & Townsend has additionally supported Deyaar to enhance its supply chain performance.
