Turner & Townsend supports HMRC in delivering a framework to transform Government property portfolio
Turner & Townsend has worked with HMRC to deliver the Government Hubs Fit-Out Framework to support the delivery of a property transformation programme across the central Government’s estate. The Government Hubs Programme aims to reshape the Civil Service office portfolio by reducing the estate from around 800 buildings to around 200 by 2023, creating between 18 to 22 strategic hubs across the UK within major city centre conurbations.
Successful contractors appointed under the framework will deliver fit-out works for one of the largest property transformation programmes ever delivered in the UK, which will include the Government Hubs Programme, Building our Future Locations Programme and refurbishment projects for other Government departments.
The four-year framework, which kicked off in June 2017, will help HMRC, who are one of the first departments to support the Government’s vision to create an efficient, modern and fit-for-purpose estate whose performance matches the best of the private sector. As part of the Building our Future Location Programme, HMRC will rationalise 170 offices into 13 modern regional centres, equipped with the digital infrastructure and training facilities needed to operate efficiently.
Turner & Townsend with HMRC developed a fast-track procurement strategy to deliver the framework in accordance with the Government’s aim to transform its estate. Its programme has unlocked value and created a national framework of experienced contractors who will work collaboratively to drive continuous improvement and innovation.
Simon Godfrey-Arnold, Head of Project Management for London at Turner & Townsend said:
“The Hubs Fit-Out Framework was delivered to help Government transform its estate, unlock the business benefits of a national framework and deliver best value for the public purse. Working with HM Revenue & Customs, the Government Property Agency and the Crown Commercial Service, Turner & Townsend have led the delivery of the first fit-out framework in the market place designed to support apprenticeships and be scalable to deliver a variety of fit-out projects across the country.”
